VCN Begins Three-Day Procurement Training For Management Staff


The Veterinary Council of Nigeria (VCN) has commenced a three-day training programme on public procurement processes and procedures for its management staff as part of efforts to strengthen institutional capacity and promote compliance with procurement regulations.

The training, themed "Understanding the Public Procurement Process and Procedure," is designed to enhance participants' knowledge of procurement laws, procedures, and best practices in public service administration.

Declaring the training open, the Acting Registrar of the Veterinary Council of Nigeria, Dr. Fadipe Oladotun, stated that the programme was organized to build the capacity of management staff and equip them with the requisite knowledge for effective service delivery.

Dr. Fadipe noted that despite the Council not being on the federal budget for the past two years, it has remained committed to staff development and continuous professional training. He emphasized that investment in human capital remains a priority for the Council.

He charged participants to pay close attention during the sessions and apply the knowledge gained in their daily responsibilities to ensure transparency, accountability, and adherence to global best practices in procurement management.

In his presentation, Engr. Ojougboh Nelson, Head of Research, Training and Strategic Planning at the Bureau of Public Procurement (BPP), underscored the responsibility of Chief Accounting Officers to have a thorough understanding of the Public Procurement Act and ensure strict compliance within their organizations.

He explained the mandate of the Bureau of Public Procurement in regulating, monitoring, and overseeing public procurement activities to ensure value for money, transparency, fairness, and accountability in the use of public resources.

Engr. Ojougboh also delivered extensive presentations on procurement capacity building, the relationship between procurement units and internal stakeholders, procurement implementation processes, as well as complaint and administrative review procedures under the Public Procurement Act.

The three-day procurement clinic is expected to enhance the competence of management staff, strengthen institutional compliance with procurement regulations, and improve the overall efficiency of procurement activities within the Council.

The National Agency for Food and Drug Administration and Control (NAFDAC) has uncovered what it described as one of the worst counterfeit medicine operations in recent years, seizing over 10 million doses of fake and banned drugs hidden in warehouses in Lagos State.  The agency said the illicit products, valued at over ₦3 billion, were recovered from multiple warehouse structures located around the Trade Fair–Navy axis of the state. Briefing journalists in Lagos NAFDAC’s Director of Investigation and Enforcement and Chairman of the Federal Task Force on Fake and Substandard Products, Martins Iluyomade, said the discovery followed intelligence gathered during a training meeting held on February 3. “Acting on information from that meeting, our team visited the location and found multiple warehouse structures built like residential houses but used solely for storage,” Iluyomade said.
